Use CreateObject() in scripts ( #1214 )

Objects with id Rule_*, Goal_*, and Environment_* are created with CreateObject() now.

Renamed CreateObject() to CreateObjectAbove() and replaced all occurrences in script files.
Added CreateObject(), the function may need a rewrite though, see comment in code.
Updated documentation
