Bill Medland 37bbb1c26e Correct GetDateFormat handling of uninitialised fields: only the year, 
month and day fields matter; the rest may be uninitialised.

Chris Morgan af807287ca GetDateFormat() and GetTimeFormat() should check the validity of the 
time/date structure it is processing.
Add comments to describe flags behavior.
Add support for TIME_FORCE24HOURFORMAT, TIME_NOMINUTESORSECONDS,
TIME_NOSECONDS and TIME_NOTIMEMARKER.
Add check in GetDateFormatW() for invalid flag combinations.
Added some missing DATE_* defines to winnls.h.
Behavior verified against NT4.0.

implementation.
Update win.ini and registry on startup when language changed.
More logical priority order for locale environment variables.
Implemented SetLocaleInfoW.
Moved some locale functions to kernel32.dll.
