Eric Pouech 66b4468bd4 Split driver functions into USER (16 bit part) and WINMM (32 bit part). 
Fixed some bugs in 16 bit part as well.
Now correctly parsing the system.ini extra parameters.

Eric Pouech a5bad1034e Put back visible minimum timer resolution to 1 ms. 
Decorrelate the service thread resolution from the user required timer
& visible minimum resolutions.
Removed the Callback.TimeFuncProc entry.
