Dmitry Timoshkov c590a66f89 Call CompareStringA with LOCALE_USE_CP_ACP flag set from lstrcmpA and 
lstrcmpiA in order to improve speed. Add a test case confirming that
CompareString and LCMapString accept LOCALE_USE_CP_ACP.

Dmitry Timoshkov c7d2379916 - Fix erroneous use of LOCALE_SDATE in the place of LOCALE_SSHORTDATE.

Alexandre Julliard 769a4bb586 Fixed ntdll_wcstoumbs and WideCharToMultiByte to set the 'used' flag 
for UTF-8 codepage too. This was causing DIR_nt_to_unix to fail in
some cases (tracked down with help from Alex Pasadyn).

Rein Klazes f20ce3b816 Fix MultiByteToWideChar and WideCharToMultiByte when called with code 
page CP_SYMBOL.
Remove the symbol font from the code page table, so it is not reported
as a valid/supported/installed code page.
Remove workarounds for the badly behaved MultiByteToWideChar and co.
in a few places.
